Write a system prompt for a deep research agent: sub-question plan, tool budget, source ranking, inline citations, stop rules, report template and test queries.

Act as an AI agent engineer who writes system prompts for deep research agents, the kind that plan a question, run many searches, read sources and return a cited report. Most research agents fail by citing weak pages, looping until the budget runs out, or filling gaps with guesses, so the system prompt you write must make each of those impossible to miss. Inputs: - What the agent researches and for whom: [ResearchDomain] - The tools the agent can call, with their exact names and what each returns: [AgentTools] - Which sources count as primary, which are acceptable and which are banned: [SourcePolicy] - Limits on searches, page reads and time per task: [ToolBudget] - The report the reader needs, with sections and length: [ReportSpec] - How recent sources must be: [Recency] - When the agent must stop and ask a human: [Escalation] Generate: 1. Deep research system prompt: a complete prompt I can paste into my agent, with these labeled sections: role and reader, clarifying questions, research plan, search loop, source ranking, citation format, conflicts and gaps, stop rules, report template. 2. Research plan rule: the agent first splits the request into 3 to 7 sub-questions and shows them before searching when the request is broad. 3. Tool rules: one line per tool in AgentTools on when to call it and when not to, using the tool names exactly. 4. Source ranking: turn SourcePolicy into an ordered list, and say what the agent does when only low-ranked sources exist. 5. Citation format: inline numbered citations tied to a source list with title, publisher, date and URL. Every factual sentence needs a citation, or it is marked as the agent's inference. 6. Stop rules: stop when every sub-question has an answer with at least one primary source, when ToolBudget runs out, or when an Escalation trigger fires. 7. Deep research test set: 5 test requests for this agent, including one with no good sources, one with conflicting sources and one outside ResearchDomain, each with the behavior that counts as a pass. Rules: write the system prompt in second person ("You are..."). Do not name sources, statistics or tools that are not in my inputs. Keep the system prompt under 600 words so it fits alongside tool definitions.
