Write an indie tabletop one-shot that fits a real 3 hour convention slot: cold open hook, timed scene budget, memorable NPCs, Lines Veils and X card safety tools, and a GM prep checklist that keeps the table moving without railroading.

1. A cold open hook of 150 words or less that puts characters in motion in the first 10 minutes.
2. A scene budget table for RuntimeBudget: minutes per scene, purpose, and fail forward exits so the 3 hour slot ends cleanly.
3. Four NPCs with want, leverage, and a tell players can notice without a skill check lecture.
4. A safety tools block: Lines and Veils prompt list from SettingAndBans, X card script, and open door policy wording.
5. Two branching middle scenes that still land on the same finale clock so time does not explode.
