How to Turn Messy Notes into HOA Meeting Minutes

HOA minutes fail when they invent a meeting that was neater than the room. The model writes a unanimous vote, a $12,000 budget, and an action item for a board member who was not there. You circulate. Someone objects that no vote happened. The job is minutes from the messy notes you have, with motions only if they were recorded, and no minted money.

Attendance and motions only if the notes say so
Document type is draft minutes, not approved minutes, until the board approves them. Notes: date, place, who was there if listed, topics, motions if any, votes if any, and parking-lot items. Setting: association name if you want it in, state only if named. De-identify rules: extra resident emails, phone numbers, unit numbers if you want them out of a public packet. Banner: not legal advice, not a substitute for counsel, draft until approved. Audience: secretary draft, board packet, or file.

Executive session: if Notes say the board went into executive session, minutes may record that they did, and the general topic only if your practice and Notes allow. Do not invent a personnel outcome. Do not quote what was said in executive session if Notes do not include a public report-out.
Homeowner comments: paraphrase only from Notes, de-identified if the packet is public. Do not add a complaint that "usually comes up." Do not name a unit if DeID says strip units.
Action items: owner and due date only if in Notes. If the notes say "someone should call the plumber," the action is unassigned unless a name appears. Do not assign the treasurer because that is usual.
Banner, open questions, and a draft the secretary can correct
Not-advice banner: these are draft minutes from notes, not legal advice, not a governing-document interpretation. Do not quote CC&Rs from memory. If a rule is discussed, attribute to Notes ("board discussed parking rule") without inventing section numbers.
Open questions: missing start and end time, missing whether quorum was stated, missing exact motion text, missing vote tally, missing next meeting date. Print those on the draft so the secretary can fill from memory they actually have, or from the recording if one exists and you will listen.
Gaps: missing agenda, missing prior minutes approval, missing whether a recording exists, missing whether a homeowner forum happened. Do not fill prior minutes approval with "approved unanimously" because that is a habit. Habits are how invented votes arrive.
Banned words: guaranteed, unanimous (unless the count is in Notes), #1 vendor, invented percents of support.
A worked pass: messy notes, Friday packet
Say Notes have three topic bullets, a Friday packet deadline, and budget not approved for a recording transcription. No vote lines. No dollar figures. The draft can list the three topics as discussion. It cannot add a vote. It cannot add a $12,000 roof bid. Action items stay unassigned if no names.
If later the secretary remembers a motion, they add it as a human correction, or they paste a clearer note and rerun. Do not let the model "helpfully" complete Roberts Rules.
Watch tone. Minutes are not a newsletter and not a roast. Cut adjectives. "Heated debate" is a judgment unless Notes use that phrase. Prefer "discussion of X, points recorded as..."
Secondary structure: a minutes skeleton (call to order if in Notes, approval of prior minutes if in Notes, topics, motions, adjournment if in Notes) plus a NO_DATA list. Adjournment time only if noted.
